Not the same bill as API keys

Do students or OSS maintainers still pay?
GitHub publishes Free Copilot paths for eligible students, teachers, and some OSS maintainers. Verification steps follow GitHub’s current pages; otherwise you need Individual Pro or another plan.
Subscribed but VS Code says no Copilot?
Confirm Settings → Copilot is Active; run Sign out of GitHub in VS Code, then sign in again; verify the publisher is GitHub, not a third-party fork.
Does Copilot Pro include OpenAI API quota?
No. Copilot is a GitHub-billed IDE/github.com product; OpenAI API is separate on platform.openai.com.
